in general, timing is wide open. don't "quit" game, it will tell you if there is a move available (by not ending game!)
if in hot competetion with other players, timing matters more. i like to wait until no competetion OR until current player has completed his/her game. it's irrelevent what the score/timing is. winning the game is it. period. i've walked away in mid game (my dog said COME) AND FORGOT. RETURNED. STILL PLAYABLE. sometimes even won
