Unable to launch usually means that there is/are file(s) missing / corrupted (whew, that covered alot of ground!).
I would suggest the "power" version of uninstalling... which involves uninstalling from the control panel, removing the "tg games" folder from the program files directory, and removing the registry settings using "regedit"... here we go...
1. Control Panel, add-remove programs, remove tournament games console
2. My computer, c:\ drive, program files, find the tg games folder and delete it
3. click "start", "run", and type regedit.
4. expand "HKEY_LOCAL_MACHINE", "SOFTWARE" and delete the "Tournament Games, Inc." folder
5. open internet explorer and click "tools","options" and delete your temporary internet files
6. then give it another whirl!!
